KOReader is an app installed on the kobo.
K2pdfopt is program simpler to use than Imagemagick.

If you have OCR text, then extract it / edit in MS Word or LO Writer, save as docx and convert with Calibre to epub.

PDF is NOT an ebook format. It's for WYSIWG preview for paper print.
