You don't have to connect any e-ink Kindle to wifi at all--they will all work without being registered, no need to jailbreak. You will lose the ability to create and use collections, but you can still sideload books and read with no issue. All books will have to be in an Amazon format (or pdf), but you can easily convert using Calibre.

If you are set on reading your books in epub format, then yes...you will have to jailbreak. It looks like the "J9G29R" is a 10th gen basic Kindle, so whether or not you can jailbreak will depend on the firmware version. See this thread for more information.
