SECOND UPDATE: I restarted Calibre again, rechecked the settings, did a manual download and this time the file was emailed so I guess that's fixed.
So bottom line seems to be that at least starting in August one needs to change the news format to EPUB to have news emailed to Kindle? And that means no more table of contents?
