How do I install a plugin from file?

I've installed calibre 5.43 on a fresh install of debian bullseye on a laptop using the sudo wget ... command. That went well.

Next I tried to install a plugin from file, which I've done a number of times over the years. I can not find the install from file option.

The pluging instructions say:

Preferences > Plugins > Load plugin from file
I only get as far as Preferences > Plugins and can not find anything remotely resembling loading anything from a file.

calibre's help says (for installing any plugin):

Preferences -> Advanced -> Plugins
and there is no Advanced option (that I can find) under Preferences

I have run out of things to try.

How do I install a plugin from the plugins zip file?
