The reason I conclude that is:

* When I allowed more space on my virtual drive with Windows 10 on it, Windows updated to latest, and the next time I ran Kindle, it also updated

* Since I reverted to my previous snapshot and made sure there was no room for Windows to update, nothing has happened.

* Note also that until recently, Kindle has never force-updated on me

I still believe Windows is ENABLING it to force-update.
