Order it as usual, using Micropay or Credit Card (NOT PayPal) to pay for it.
On the final screen before you finalize the order, there will be a box at the top for an email address and another for a personalized message to the recipient.
Note that you can only gift it to email addresses that aren't yet registered with Webscriptions—even if they've only registered and never bought anything, they're still out of luck.
If you want to give multiple months (like I did), buy the first month + enough micropay to cover the other months on your first purchase, then buy the remainder of the months out of the micropay balance. (You must buy them one at a time because you can only gift one month per individual purchase.) That way the bite the credit card company takes is smaller and Baen gets more of the money.
