Not certain if this will work but on the Sage and Elipsa, adding StylusUsageDetected=false under [ApplicationPreferences] in the Kobo eReader.conf file will disable the My Notebooks icon. This suggests that it is possible that adding StylusUsageDetected=true under that heading will enable the My Notebooks icon even on devices that lack the stylus.
