We've already had several success stories of people using the 1.9.1/2 legacy version of Sigil on Windows 7.
Are you sure you don't have multiple versions of Sigil installed? I ask because Sigil Legacy installs to a different directory than regular Sigil by default (and also creates different shortcuts and Start Menu entries). Your particular error is the kind of error you would get when trying to launch one of the versions of Sigil installed by one of the installers that's incompatible with Windows 7.
Make sure you're trying to launch the Sigil.exe that gets installed to a folder named Sigil-Legacy. Or that you're using the shortcut named Sigil-Legacy.
