It's likely too late for you but copy only the activation.xml file to backup your Adobe authorization. The device.xml is tied to the device including the device fingerprint.

I've done this for quite a few years and it can and does work.

The alternative is to contact Adobe customer service who are pretty decent about increasing authorizations.
