Looking at the screenshots, you need to scroll down a bit in the preferences dialog. Or make the dialog larger. There should be buttons "Save plugboard" and "Delete plugboard" under the "Source template" column of fields. You need to press the "Save plugboard" button to actually create the template before pressing the "Apply" button. I have no idea how many times I have missed doing that.
