I suspect that the difference is due to different rendering software being used based on the format of the book as delivered to the kindle. It is hard to be sure from the videos but the faster book appears to me to be in KFX format and the slower in MOBI format.
I suggest connecting the device via USB, locating the books in question, and seeing what format they are in.
