I had the same experience with my device. I talked to Pocketbook and the cases will "wake up" the device if it's sleeping but not if it's off (that is, timed out).
My device's config sleeps for 10-15 minutes and opening the case will wake it up, but once it's off, you need to use the on button. Pocketbook confirmed this.
Sorry, that made sense in my head. I also tried to find out if I could turn it on via one of the other buttons (like my old Palm Pilot could). Sadly, answer no.
