Thanks for your suggestions. There are no items being indexed so that isn’t the issue. I was using Content and Devices to send a few of the problem books to the device after deleting the downloads on the Oasis. I even tried taking an old Kindle and setting it up on my account and found the same issues with books appearing two or three times (only one being marked as downloaded, when I delete the download that entry goes away but when I download again from the “second” entry it creates another one). For now I’m just hoping it will sort itself out eventually.

It is possible your Oasis is busy re-indexing (or failing to index a corrupted book), and this would cause slowness. Restart will not help with this.
To check this, search for ‘.’ (Or any punctuation character). This should return no results, but if it is indexing, the Text in Books item will be enabled, and if you tap on that, there will be an item called Items Not Yet Indexed. Open that, and it will it will list the books not yet indexed.
If one or more of these books is corrupt, then indexing will not complete, and it will continue to contribute to slow performance and battery drain. Removing all of the books listed will terminate the indexing activity and you can then try re-downloading them.
And if this was an issue, perhaps it will help with books showing multiple times as well (maybe try another Restart after clearing up the re-indexing issue).
What were you ‘using content and devices’ for? Sending, or Deleting?
