I beg to differ: one could also just go there to see which devices are currently paired without actually intend to make a connection. And if the quoted reasoning holds some truth: why bother to add an activation switch on that page at all?
So my prime issue is: I do not like equipment to automagically do things I did not instruct them to do. But YMMV
