To the best of my knowledge the output file KoboRoot tgz will only be produced if kobopatch.bat has run successfully.
However, to remove all doubt, I suggest you open kobopatch.bat in your text editor and add a new line at the end of the file, i.e. add
Then run kobopatch.bat again. The command window will now not close until you press a key to continue and you will be able to see all the many kobopatch messages created during the run. The screen will either show

Successfully saved patched KoboRoot.tgz to KoboRoot.tgz. Remember to make sure your kobo is running the target firmware version before patching.
or it will show an error message if there was a problem.
