Are you using compact tabs by any chance? It kinda seems like it tried to show the address bar at the bottom ala-iPhone.

No, I’m using the Separate Tab Bar option. It must be a weird bug. It only appears every once in a while now, although under 15.3.1 it appeared more often than the keyboard. I thought it was just another senseless design change.
