Me either until the last couple of weeks with 15.3.1. I tried doing internet searches, but since I don’t even know what the feature is called, or if it is a feature, I can’t find any info on it.

ETA: I’ve only encountered this on my iPad Air 2020. I haven’t seen it on my iPad mini 5 or iPhone 13 Pro Max. Whenever it occurs, usually after touching inside an entry field, rather than the keyboard displaying this weird bar displays. It often takes several presses on it to get it to react and prompt me to open the keyboard. I wonder if it was a feature they experimented with in development, but later decide not to include.
