Can't OEM unlock Boox

Hello,
I've tried rooting the Note with Magisk. After unsucessfully booting patched image the bootloader has been locked.

I've tried

fastboot oem unlock
and although it says "OKAY" it does not unlock the bootloader and the same 'device is locked' message appears after trying to boot into patched image again.
"allow OEM unlock" option is not in developer options menu.

Did anyone else had this problem and if so did you manage to solve it?
