Edit: I was mistaken... kind of... If connected to Wifi, the Kobo will still try to download the update on Sync. So you're back to forgetting the wifi networks regardless. But if starting from a fresh factory reset, this method will still get you there without having to do an upgrade/downgrade.
Do not copy that database to your Kobo. Register your Kobo as normal. After 4.31 is downloaded and installed, you can manually install 4.30 and then have your Kobo forget your WiFi SSID/PW. That's the best solution other then installing some random database that means you won't be properly setup.
