FWIW, Windows drivers could also be smart enough to throttle the GPU power, whereas the Linux drivers may not have this feature so even through no error on Windows does not mean that the power supply is not overloaded.
But again, this is all based on google searches for that exact error message so I have no first-hand knowledge.
