I cannot replicate this. Fonts specified in CSS are used in the preview panel, provided they are installed system wide, even when not embedded.
As a simple test I added style="font-family: Consolas" to the <body> tag of a simple html file and the text was indeed rendered in consolas even though it was not embedded in the book.
