My first thought was "prison". That probably says more about me than anything else. There are lots of other institutions that would have similar rules.
Will the institution be supplying and maintaining the devices? Or are you finding a list to recommend to the users to buy themselves.

Others have mentioned Kobo, Nook and Pocketbook. You can add tolino to that.
The latest version of firmware for Kobo has a "sideloaded mode" which means that the user does not need to sign into a Kobo account if there is no access to the internet. But, it does need someone to update the firmware. There are other problems with the firmware, but, they should be fixed before this becomes an issue for you, and I think the described usage will avoid these issues (so Jon, there is no need to comment).

I can't remember what DRM Borrowbox uses. It might be Adobe DRM or their own. For libraries using Adobe DRM, you would probably use the Libby app. But, that needs internet access, so would not help.

The issue I can see is that each device needs to be authorised with an Adobe account. And the copy of ADE running must be using that account. As these sound like common PCs, how is that managed? Individual accounts that can then have ADE for that user? Or common accounts? I can't tell if you have sorted that out already, or it is something that needs to be done.

With Kobo, you can sideload audiobooks, but, it isn't the best. And they do not support sideloading audiobooks with DRM.
