I only got Belinda Borrowbox to work as Android app to the Irish Library direct on the Internet. I use a Likebook Mars eink Android after verifying it worked direct on a Lenovo tablet with Android.
The Library claims you can download to PC and use Adobe, but I've not tried that as my current PCs are Linux Mint.
Also I can't use Kindle or Kobo with the WiFi in any library as that uses a web login that doesn't work on them.
My Conclusion is that Irish Library IT is badly done.
