Based on my experience with books 4 and 5, I believe he's lost in the series and doesn't know how to end it. He knows in general how to end it, he told HBO that for the TV series, but the more detailed book, he's lost in. He may have too many loose ends to know how to wrap it all up. Ever wonder what happened to Catelyn Stark? I got the impression she survived the slaughter, but 4 and 5 didn't mention her, and neither did the TV series. Just one example of a loose end. No telling how many loose ends he has that he doesn't know what to do with. It could be his editor saying, 'you need to fix this', and maybe he can't.
