If your friend has a cell phone that allows creating a hotspot, she should she should then be able to connect to the phone's WiFi and register the LIBRA H2O from there. She will not be able to authorize ADE or download any DRMed ePub. But she would be able to buy eBooks from Kobo and get eBooks from Overdrive as they sync from Kobo.
