I got my new wireless access point today. When I actually logged in on my Kobo, there's was some text in the dialog saying "WPA/WPA2 password" (I should have tried that earlier). So, it looks like the Forma supports just those and not WPA3. I left the AP in WPA2+WPA3 mode and all is well.

EDIT: I also went to Settings > Wi Fi Connection > Join a Wi Fi Network and at the bottom chose Add Network. There's a dropdown there specifying exactly what security the Kobo will accept: Open, WEP, WPA/WPA2 and 802.1x EAP.
