My Forma does something like that, maybe for the last year? (I don't let it "call home" very often, I just sync through Calibre.)
I have the same folder set up that I've had since my Kobo Mini. I faithfully add a new book to a collection, sync it, and it never shows up in the collection on the Forma until I manually add it. It's only mildly annoying now, but I shudder to think what would happen if I had to re-sync the several THOUSAND books on my device.
