Not quite that short a cut, but as Kovid said there is an insert tag button on the editor toolbar that looks like <>. It allows you to add a tag of your choice such as "em". Once added, one click on the dropdown and one click on the tag of choice and the opening and closing tags with the cursor placed between them will be inserted. At which point CTL-V will paste text or just start typing. Admittedly not as quick as CTL-I or CTL-B, but still considerably faster than <em>....</em> or especially <strong>...</strong>.

All of that being said, I always prefer a keyboard shortcut to a mouse shortcut. Machine beats mammal every time.
