Do you mean Windows wants to format the card after you have written the image to it? If so, that is just Windows being Windows. It does not like removable media with multiple partitions, and two of those partitions are not formatted with a file system that Windows understands. So Windows decides that the card should be formatted.

Of course, when you do the imaging, it does have to write the image to the card and the tools usually prompt with a warning that all data will be lost. But, that is what must be done.
