Making it strictly either-or would, IMO, remove a lot of the utility of the global personal.ini.
What I foresee is putting user/pass settings in global personal.ini and using per-library personal.ini to have format and story URL specific settings.
But I confess I don't use different calibre libraries for anything except separating test books for development and troubleshooting user configurations from my real library.
