The other issue is that you are saying it is doing a boot loop, but, you can also connect to the device to a PC and access the books on the device. Again, that seems to be inconsistent. A reboot loop would imply it reboots continuously with you doing something.
Is it actually only rebooting after disconnecting from the device? Or will it reboot after a clean startup?
Does it reboot if you do not do anything? That is, if you don't touch the screen, does it reboot after a little while? Or do you have to actually try to use the device before it reboots?
You could try to remove all the books from
the device and see what happens. It might be something in the processing of the books that causes the problem. If it is happening automatically on the home screen, it could be the process generating the cover images used on the home screen. Removing all the books could eliminate this.
But, you should probably do a factory reset using the manual process. The instructions are on https://help.kobo.com/hc/en-us/artic...or-Kobo-Elipsa.

Even if i dont touch it it still loops ( hence why battery died when sleeping 100% to dozen % )
I can't open files but most buttons work fine
Kobo shows the ' do you want to connect pc ' but loop interrupts everything and never goes into ' connected to pc mode '
Can't remove books ? manually and can't connect to pc so .. not that
