It is on Windows Start Menu (a choice under the Calibre entry).
You start it like any other program.
When it opens, it shows you a 'most recent' list: You can click on the entry to read. see image.
(Note: My toolbar has been moved from the top -> right)
If you want another title, the folder Icon is used (it is the only icon active at start)

Other ways to use Viewer.
Using your OS, right click on the book type file: Open With: The Calibre e-book viewer
And there is the way that is built-into Calibre (the Library view)
