Most descriptions of a reboot loop has the reboot happening without anything else happening. Here you say the touch screen works, and that you have changed the light level. So, unless it is rebooting after being left alone for a bit, it is probably when you do something.

I suspect that what is happening is that the device is hanging when you do something, possibly when opening a book. After about a minute, the light goes off and the device restarts. If that is happening, it is a reboot triggered by the process watcher called sickel.

If it is a sickel triggered reboot, then what did you do when it was triggered? Opening some books can do it. Usually it means a error in the book that hangs the reader coded. But, it can also be triggered with very large kepubs. If it is a book, removing the book should solve the issue. Then you can work out how to fix the book. If it is something else, you might need to sign-out of the account on the device to rebuild the database and other options. Or, do a factory reset to completely reset everything

You would need to check the warranty for wherever you are. But, the Elipsa was released less than 12 months ago, and Kobo seems to offer 12 month warranties, so if the device is faulty, it should still be covered.
Uggg, the replay i wrote didn't post correctly and I didn't see T-T sorry for late replay

I cleared out most content from my kobo to add new stuff in.
1. Plugin Kobo to PC
2. Loading books
3. Eject Kobo safely just to be sure
4. Typical greyish black screen with a loading bar % saying 'importing content '
5. Trying to open a book i think ? Not sure
6. This nightmare called looping ?

What i forgot to say ?
1. Each loop is around 20-30 seconds ? Let's just say a set amount of time that is quite short
2. At each set period of the loop the lights will go off loop starts, at that exact time every time no matter what I do (╥_╥)
3. The screen doesn't appear to be broken just that I'm not able to interfere with too much say a robot that is programmed to do that 1 and only task and will only stop when battery is out even if you remove its parts

What I can do on Kobo :
1. Press on stuff such as store , sync , wifi , lights , settings aka most stuff
2. Charing it , The eclectic bolt appears on battery sign

What Doesn't work / can't do :
1. Kobo doesn't connects to PC , Yes the notification asking you if you want is there but after pressing the lights go off , white screen and over agian
2. Opening anyting ig ... tried clicking things open on home and library but no luck
3. Logging off and /or Factory reset , believe me I am super familliar with this , in the first few weeks of buying this ( just a few days after Europe release in summer ) 4-6 resets / Logoffs every day because kobo loooves to protect my random self made google docs files ٩(╬ʘ益ʘ╬)۶ ٩(╬ʘ益ʘ╬)۶ still does it occasionally and bookmarks , highlights and all that are a joke now.
But yes I am unbale to do that the most i got out of trying is getting there and lights go off loop again ... there was one i was able to confirm the factory reset but seconds ( 1-2 ) later lights off ...
4. Remove / add anything .. Tried deleting a file but just light brightness gets undone after loop

Current contents of my kobo elipsa : everything is sideloaded
Pdfs sized about 20-80 MB each ( Manga )
a few dozen Epubs sized from 10-25 KB each
3 - 4 CBZ files of about 300MB ?
No kepubs ? unless you mean epubs ?
1 not downloaded book from the kobo store
So shouldnt be too much stuff anyway since i cleared

I did contact the kobo support and they listed it under frozen screen ... and planned sending a new device ( Problly going to take an eternity )
