Please try the following:
instead of the X on the dialog to close, please try clicking outside the Controls dialog window. When it loses focus, it should save as well. Did that change anything?
I do not have a Monterrey machine to test with. But I can test with Catalina and Big Sur and let you know if I can recreate what you are seeing.
