You can't register a Kindle that has reset the time & date (usually due to flat battery). You have to fix at least the date. Older Kindles may have no method to do this other than connecting to WiFi or 3G and waiting nearly a day. Some models have a ;<command> that can be entered into search. Some can be jail broken and date set over USB networking/terminal.

I suspect it's to stop people extending borrowed books by changing the date, or else they simply forgot to add the GUI feature.

You can connect to Kindle shop with the wrong date, but you can't sync or register or use other HTTPS websites.
