The only thing that you might see happen when you hold the power button down for 20 seconds is the front light going off. I don't think the power LED will do anything, unless it is already on and then it will turn off. This just turns the device off in a fairly brutal way (imagine pulling the power cord from a PC).
After that is done, the device should be off and the power button should turn it on. I think I have needed to repeat this but for a little longer. But, most times it fails, it is because I didn't hold the power button in the off position properly. Hopefully this hasn't changed with the new devices.
