Checkout counts probably depend on the selection and number of copies available. Which depends on how well the library is funded, or on how much they value online distribution and are willing to do what is needed to make it happen.
I am currently a member of 8 local library districts (used to be 10, but I did not renew 2 due to poor selection and long waits). Of those 8 remaining, there are only 2 that get the lions share of my checkouts. These library districts all serve the same reading demographic, so I don't think it is the users that are driving checkout numbers. It is the libraries themselves, and most likely due to available funding.
