The links for the other chapters seem normal, but there are 650 on separate pages, without links, for what appears to be chapter 3 -- I can't read Russian.
Join them in the epub, I assume similar to Sigil: select the footnote files (ch3-1 to ch3-650) in the list of files, right click, "merge".
