Can you think of any way so that I can open the workbook that is locally?
I don't know of may who read ePub with a web browser. Also, if you do find a programs/app where this works, it will most likely be a one off (or maybe a two off). IMHO, it's bets to forget linking two ePub as it doesn't work in most cases.
