You can use a mail forwarding company to buy a Kobo Libra. I've three Kindles, one Android eink, had a nook and another eink brand and have a Sony.

I mostly use a Kobo Libra. I've used mail forwarding services from UK and USA. Most of my mail order to Ireland now is from Germany. I bought a Libra from Germany for my wife, mine was from the local Argos. But a UK supermarket has bought Argos inc. the Irish stores and now almost everything has a 4 to 8 day shipping delay instead of stocked locally, so pointless.

I've also used online ordering from Turkey, Greece, Poland, France, Netherlands, Italy, Spain, Canada, Australia, China, Taiwan, Malaysia, Singapore, Russia, Ukraine and Bulgaria.

Canada took 12 weeks! China is mostly 5 to 8 weeks. All non-EU requires VAT/Customs before delivery unless the seller is EU VAT registered in some manner (includes eBay Global Shipping and Amazon sales from USA or UK).
