I don't think you understand the advantages of CVS. And what CVS systems offer all the bells and whistles of github AND allows you to pick what country you want your code hosted in?
Hosting is not the issue (though finding such that allows free, unfettered downloads that don't try to push malware on all of your users is a chore in itself). It's being able to take advantage of a cvs system so that maintaining, releasing, hosting, and incorporating code contributions doesn't have to occupy way too much of one's time.
