Most WiFi routers I have used have an option to isolate the WiFi connected devices from each other. And it might have firewalls to block ports between the connected devices.

You should also check that the phone is actually using the WiFi. I know in my fiddling I frequently forget to turn the WiFi back on, or have done something else that meant it was using the mobile service rather than the WiFi.

The other check I would do is see if they can ping each other. You will need an app on the phone to do this. It isn't a perfect check as they can both be configured to not respond to pings. But, if it works, you know you have connectivity.

Looking at the original post, you mention port forwarding. If the devices are both on the same network, that shouldn't be needed. You would normally only forward the ports to allow access from outside the network. Have you tried the public address with the port that has been forwarded?
