Yes, there really is ~28 GB free storage.
What they (seem?) to be saying that you have 28 GB for B&N + sideloaded.
The sideloaded special UMS is apparently ~5 GB.
You don't want UMS.

I don't know much about things that I don't use.
I just plugged in the Glow and ran my standard makefile which uses (my own) AdbSync.exe to sync any of my devices. A minute later I had a couple of Gigs synced.

Edit: Oh, it seems to currently only take 2 touches on the screen. The DisplayMetrics coming out of this (which might affect scaling in your reader app) are weird.

Oh, yeah, if you want more storage it should be trivial to add an internal SD card (like I've done with the Glow2 and the Glow7.8). You need to solder though.
