I just tried my Touch with an SD card. I sideloaded books until it had about 0.5GB free on the main storage. Then I synced all my purchased books. When it filled the main storage, it reported that it was full and didn't use the card for the purchased books. But, it did put some covers on the card.

I haven't tried this for years, so something has changed. This was a definite feature of these devices. So this is a bug and you should report it to Kobo.
