I tried the ExportHighlights=True config, and it kinda worked on my Libra 2. I could export the highlights, but if they were more than about 140 characters they were truncated in the export file.

I started using KOReader though, and I got the KOReader Sync plugin for Calibre. That exports the full highlights, bookmarks, and annotations with a click of a button.
