Unfortunately, it is possible to for the USB port to be damaged in a way that the device will charge, but the data connection is not made. There are people here with exactly that issue who have resorted to using the browser to add books to the device.

I'm not sure what to make of the fact that the PC makes a noise. Mine doesn't make a sound until after I tap the connect button. But, it is possible I have turned a notification at some point.

I don't know what to suggest at this point. If you have tried all the normal things, rebooting PC and device, different cables, different USB ports, etc, then the next thing is another PC. If connects there successfully, then it is probably something about your PC. If it doesn't connect, then it is probably the device.
