I am not having any problems here in Australia. Stating where you are would be a good idea as it helps to know if it is a local phenomenon or not.
Does the TOR browser use a VPN for connections? If so, it is probably actually connecting to Kobo from somewhere else in the world other than were you actually are. That suggests that more something local is blocking Kobo. Wether it is on your local network, your ISP or a national firewall, I have no way of knowing.
And for the record, the earlier reports were caused by changes in the DNS and hosting for Kobo. They have moved more of the site to Akamai (not sure if it is now hosted there or just being used for DDoS and other protection) and during that changeover, there were some problems.
