Hmm. I just tested this here on my WiFi + Free Cellular Oasis 3.
I "forgot" the WiFi network and still have books to download. Books without thumbnails, even.
I only have one bar of LTE but thumbnails do download.
So I tried to download a book that wasn't yet on my device and that downloaded as well. It wasn't even particularly slow; about the same speed as it usually is over LTE, which I admittedly rarely use.
I just tried another book and it downloaded too.
I am absolutely connected to LTE -- the icon shows in the status bar, and I have one bar signal bar, as mentioned.
I just went downstairs to try on my second Oasis 3, one signal bar, also able to download via LTE.
Next I tried my WiFi + Free Cellular Connectivity Paperwhite 4. Two signal bars, also able to download.
So it seems more is going on here.
I 100% confirmed that I wasn't accidentally connected to WiFi -- even rebooted my cable modem after "forgetting" the information on the second Oasis 3 and the PW4. I downloaded the books during the reboot process in which I had no WiFi connectivity and my devices have never been connected to any other WiFi network.
