Portable devices are often aggressively charged for user convenience. When permanently plugged in this often leads to swelled battery packs. If you are using something in a fixed installation (and maybe the battery is already shot), you might consider a "battery-ectomy". I have an old Nexus 7 tablet on my dashboard which has a regulated supply off the truck battery running into the tablet's battery section. Usually the USB connection by itself is not powerful enough to handle peak consumption.
