I have the new Mini 6 and the Mini 5. Using Goodreader for pdfs and Marvin for epub. I find that the jelly issue is the same on both the 6 and the 5. It doesn't really bother me, by the time I get to that part of the screen it has settled down, but I realize it could be a real problem for some.
